KEY ACCOUNTABILITIES
Job Specific Accountabilities
Technical Assurance
- Assists the Commissioning Team in Supervising EPC Contractor in the execution of Commissioning and Start-up activities for the respective Discipline.
- Monitoring of the area completion program.
- Ensure a safe and timely completion of Commissioning and Start-up activities.
- Ensuring the development, execution, and completion of Operations Training Program.
- Assists Lead SU Engineer in developing the schedules for the preparation of:
- Operations Manuals
- Training requirements and Schedule
- Training Material for Operations and Plant Availability
- Development of Pre-Commissioning, Commissioning, and Start-up procedures.
- Standard Operating Procedures
- Any other relevant documentation required to ensure safe and proper Pre-Commissioning/Commissioning and Start-Up of the Wet End area.
- Monitors and safeguards that the project Commissioning and Start-up activities are executed in accordance with Company’s procedures.
- Advise of concerns and corrective actions implemented and closeout to the satisfaction of Company throughout the duration of the Project activities.
- Assist in facilitating the handover of the facilities from the EPC Contractor to the Owner / Operator.
- Actively participate in the EPC Contractor’s HSE processes of Commissioning and Startup hazard identification, including risk analysis, mitigation, and the development of appropriate Commissioning and Start-up Methodologies for his area.
- Participate in developing the Commissioning and Startup Schedules during the EPC work.
- Attend internal / external project reviews and other meetings as necessary.
- Develop and Produce Commissioning / Startup and Safety inputs / reports as required.
- Develop Spare part requirements for Pre-Commissioning/Commissioning purposes in his area.
- Assess the necessity for Vendor training and assist in the development of the Vendor training plan for all PMT / Operation / Maintenance personnel with the EPC Contractor training coordinator for his area.
- Assist in the development and execution of the overall training plan, contributing to the Company requirement that both Company and EPC Contractor complete the Operations training Program.
- Participate in detailed operator training where needed. Monitor and assess the effectiveness of the training, while identifying potential weaknesses and propose overcoming them.
- Attend internal progress, Commissioning, and Startup meetings as required with the EPC Contractor.
- Contribute to the Continuous risk analysis of the Commissioning and Startup works under the guidance and support of the Commissioning Manager.
- Review & advise: review & advise of specific Pre-Commissioning and Commissioning documents, related to his area. Advise in assigning respective review codes, follow up on other disciplines involved in the document review to ensure timely release of the review cycle. Verify CONTRACTOR’s resolution of all comments.
- Proactively follows up the national trainees in the unit and ensure their personal and technical knowledge development to the best interest for the individual and the company. Follow up the career plan and motivate the nationals in positions to ensure a high contribution.
Performance
- Competency: Deliver the Pre-Commissioning/Commissioning scope in the quality & efficiency expected from the role competencies, experience & technical skills in relation to his area.
- Productivity: Maintain the Pre-Commissioning / Commissioning deliverables as per the agreed schedule.
- Performance assessment: The two above parameters in addition to a set of individual KPI’s will be assessed on regular frequency (mid-term review & final term review) the outcome shall be fed back to the individuals, clearly identifying areas of improvement (as applicable).
General
- Participate in regular meetings with discipline counterpart for timely discipline activity coordination & problems resolution as applicable.
- Communicate, after consulting the Commissioning Manager discipline-specific updates/areas of concern on regular basis to the Operations SU Manager & to other disciplines within Project Management Team if required.
- Keep an overview on the Start Up sequence for his area, record & report on timely completion of the activities to the Commissioning Manager.
- Timely input into engineering leave planner & subsequent submittal of leave (after aligning a handover to a deputy during the leave period).
- Address technical conflicts & disputes with Counterpart (CONTRACTOR/Operations) in a professional & systematic manner, relevant to governing specifications/codes & actual situation.
Generic Accountabilities
- Implement approved Project policies, processes, systems, standards, and procedures in order to support execution of the Project work program in line with Company and International standards.
- Assists the Commissioning Manager to ensure that all personnel performing the Commissioning work in the Project has adequate qualification and complies with all relevant WORK practices and procedures.
- Analyses, with a team of experts, that possible deficiencies in Pre-Commissioning and Commissioning work are corrected in a structured manner and ensures continuous improvement.
Innovation and Continuous Improvement
- Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
- Identify improvements in internal processes against best practices in pursuit of greater efficiency in order to define intelligent solutions for issues confronting the function.
- Ensure Quality Assurance Program is followed strictly at Construction, Pre-Commissioning, and Commissioning stages without any deviation.
Health, Safety, Environment (HSE) and Sustainability
- Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices, and ADNOC Code of Practices.
MIS and Reports
- Provide input to reports and statements, including technical reports, related to the project area under his responsibility from a Pre-Commissioning/Commissioning perspective to meet Project requirements, policies, and standards.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS
- Bachelor’s degree in Chemical Engineering or equal through experience.
- Must be fluent in English language (Written & Spoken).
Minimum Experience & Knowledge & Skills
- Decent years of relevant and practical work experience.
- Petrochemical Experience.
- Very good knowledge of Pre-Commissioning and Commissioning practices and workflows.
- Knowledge of relevant international standards.
- High degree of Computer Literacy with thorough experience of MS office, SAP, and Project related Software.
- Well-developed interpersonal, organizational, analytical, ethical, communication, team, and networking skills.
- Strong analytical and problem-solving skills.
- International & Multicultural oriented.
- Ability to prioritize tasks.

WORK CONDITION
Physical Effort
- Mostly fieldwork during which the jobholder is monitoring the works at the site ensuring the Pre-Commissioning / Commissioning practices and procedures are followed.
- Frequent meetings & team collaboration efforts are expected.
- Office work while reviewing the documents, data sheets.
- Work schedule is 6 days X 10 hours “Min. 60 working hours/week”.
- Work within the PROJECT Site office in Ruwais in an air-conditioned office (Temporary site offices).
- Frequently, exposed to the prevailing site weather and hazards in Construction Site/existing plant in Ruwais when attending the site.
