Job description

Roles and Responsibilities

  • Achieving project completion to the project specifications on schedule.
  • Being accountable for the quality of Technical Safety deliverables.
  • Providing Technical Safety guidance to the team.
  • Supporting and supervising task delegation to the team.
  • Participating in audits and incident investigations as required.
  • Executing assigned scopes of work.
  • Providing discipline expertise to the business.
  • Participating and if required chair project HAZOP, HAZID, SIL studies, and other safety workshops.
  • Providing sound technical advice and solutions to various technical problems within the discipline.
  • Coordinating with other disciplines during all stages of design development, construction, pre-commissioning, and start-up.
  • Providing technical support to the site as required.
  • Leading and managing the Technical Safety discipline team.
  • Fostering a culture of lateral learning and knowledge sharing within the project.
  • Developing and executing team development objectives.
  • Ensuring compliance with project Health, Safety, and Environmental policies.
  • Verifying design meets Technical Safety requirements, minimizing risks.
  • Participating in audits, incident investigations, and Management of Change (MOC) reviews.
  • Maintaining expertise in Technical Safety engineering methodologies, software, and design practices.
  • Staying updated on regulatory frameworks, legislation, and industry developments.
  • Providing expert knowledge of international codes and standards (e.g., API, ASME, NFPA).
  • Coordinating SIL Classification studies and Quantitative Risk Assessments (QRA).
  • Performing Physical Hazard Effects (PHE) modelling as required.
  • Performing Hazard Assessment and what-if analysis.
  • Providing planning, cost, and schedule data as required.
  • Managing third-party suppliers for engineering delivery.
  • Being flexible and adaptable.
  • Demonstrating a strong commitment to safety.

Subject Matter Expertise

  • Maintaining expertise in Technical Safety engineering methodologies, software, and design practices.
  • Staying updated on regulatory frameworks, legislation, and industry developments.
  • Providing expert knowledge of international codes and standards (e.g., API, ASME, NFPA).
  • Coordinating SIL Classification studies and Quantitative Risk Assessments (QRA).
  • Performing Physical Hazard Effects (PHE) modelling as required.
  • Performing Hazard Assessment and what-if analysis.

Qualifications

  • BSc, BEng or equivalent with extensive relevant experience.
  • Chartered Engineer or recognized equivalent experience.
  • Experience working on the concept, FEED, and executing project phases.
  • Demonstrable balance of industrial experience at a relevant level and position.
  • Minimum of 15 years of relevant experience in the oil and gas industry with proven capability in Technical Safety “Design Engineering.”
  • Previous experience of site-based project work involving field engineering, construction, commissioning, operations, or maintenance would be an advantage.
  • Experience of working with multi-national and multi-cultural project teams is strongly preferred.
  • Previous experience of working in the Middle East would be an advantage.

Desired Candidate Profile

  • Safety Engineering Knowledge: In-depth understanding of safety principles, practices, and regulations relevant to the industry (e.g., oil and gas, construction, manufacturing).
  • Risk Assessment: Proficiency in conducting risk assessments and hazard analyses to identify potential safety issues and develop mitigation strategies.
  • Regulatory Compliance: Familiarity with local, national, and international safety regulations and standards (e.g., OSHA, ISO 45001) to ensure compliance in engineering designs and operations.
  • Incident Investigation: Skills in investigating incidents, analyzing root causes, and recommending corrective actions to prevent future occurrences.
  • Safety Management Systems: Experience in developing and implementing safety management systems and procedures to enhance workplace safety.
  • Technical Proficiency: Ability to use safety analysis tools and software (e.g., HAZOP, PHA, FMEA) for evaluating processes and systems.
  • Communication Skills: Strong verbal and written communication skills for effectively conveying safety policies, procedures, and training materials to employees and stakeholders.
  • Training and Awareness: Ability to develop and deliver safety training programs to ensure all personnel are aware of safety practices and procedures.
  • Collaboration Skills: Experience working with cross-functional teams to promote a safety culture and ensure safety is integrated into all engineering processes.
  • Continuous Improvement: Commitment to promoting continuous safety improvement initiatives and staying updated on industry best practices.
