Job description

The Project Quantity Surveyor Cum Planner plays a critical role in construction projects by managing and controlling costs throughout the project’s lifecycle. This position involves accurately estimating quantities and costs, conducting cost analysis, preparing schedules, delay analysis, and ensuring that projects are completed within defined budget & timeline. Key responsibilities include but are not limited to the following:

Responsibilities:

  1. Accurately measuring and quantifying work done on-site to determine progress and facilitate progress payment applications, obtaining payment certificates, billing, and payment follow-up.
  2. Preparing accurate cost estimates for construction projects by analyzing plans, specifications, and related data. This involves calculating quantities of materials, labor, and equipment required for the project.
  3. Developing and managing budgets for construction projects, ensuring that costs are controlled and remain within the allocated budget throughout the project's lifecycle.
  4. Identifying cost-saving opportunities and recommending value engineering solutions without compromising the project's quality.
  5. Monitoring project expenses, analyzing cost deviations, and implementing cost control measures to keep the project financially on track.
  6. Providing regular progress reports to project stakeholders, including clients, contractors, and management, on cost and financial aspects of the project.
  7. In touch with the project team regularly to identify variation works, address cost variances and change control processes, preparation of documents for varied works such as variation notification, reason for variation and variation cost proposal, follow-up for formal variation instruction, variation evaluation, negotiation strategies, and variation order/purchase order.
  8. Setting up subcontracts' administration procedures and templates for progress verification, invoice certification, claims, variation assessment, negotiation, and finalization.
  9. Analyzing and comparing tenders received, negotiating with prospective subcontractors, and advising on the award of subcontract.
  10. Preparation of payment certificates for subcontracts.
  11. Cash flow forecasting and cost recovery and control strategies.
  12. Drafting commercial letters and notices.
  13. Preparation of schedules, program of works, analyzing delay events, and preparing window analysis.
  14. Preparation of extension of time, prolongation cost, and extension of warranty claims.
  15. Developing strong relationships with clients, consultants, contractors, and sub-contractors.
  16. Identifying potential risks and uncertainties in construction project cost deviation and developing strategies to mitigate them.
  17. Final Accounts: Preparing and negotiating final accounts with contractors upon project completion, ensuring all financial matters are settled appropriately.

Desired Candidate Profile:

  1. Proficiency in MS Office and Primavera P6 - AutoCAD & BIM will be a plus.
  2. Strong analytical, communication, and interpersonal skills.
  3. Attention to detail and ability to work in a fast-paced environment.

Qualification:

  1. Bachelor’s degree in quantity surveying or engineering or related field.
  2. At least 4 to 5 years minimum experience as QS with planning in building construction.
