Job Description:
The Technical Tender Engineer will be responsible for the review of tender documents and preparation of technical proposals for all projects at the tender stage. This role requires coordination with Commercial, Operation departments, and other related departments to provide relevant technical information required for costing purposes and technical proposal submission.
This role needs the right mix of technical expertise and management skills.
Core Competencies:
- Technical Expertise:
- Work independently or as part of a technical team for the preparation of technical proposals.
- Perform an initial review of the invitation to tender (ITT) documents to establish the scope of work and the tender schedule.
- Represent the company in technical meetings whenever required and report meeting results to the technical manager.
- Prepare and review roles & responsibility matrix, project basic information, and Kick-off meeting presentation.
- Develop construction methodology with the technical manager, propose logistic plans, equipment plans, and organization charts.
- Develop clarifications, tender submittals, and participate in all tender stage gate meetings as required.
- Work closely with the commercial tender team to estimate project costs based on agreed construction methodology and provide necessary information for accurate pricing.
- Develop and provide high-quality technical bids on time and in an organized fashion.
- Prepare mid, final, and post-tender review presentations for clients and management.
Desired Candidate Profile:
- Ability to communicate effectively with clients' representatives, consultants, and subcontractors.
- Manage the technical proposal submission process with appropriate decision-making, problem-solving, planning, and organizing techniques.
- Set up, maintain, and reinforce the method statement library for future standard reference of technical bid preparation.
- Maintain and update the Integrated Management procedures and manual for technical bid preparation and handover process.
Key Internal Interactions:
- Meet with the Technical Manager during the full duration of technical preparation.
- Meet with management during tender reviews and reports.
- Interact and communicate with all related teams of the tender preparation such as Planning, MEP, Commercial, QHSE, and Project Site team.
- Interact with the project site team during random site visits of the running projects.
Key External Interactions:
- Meet and coordinate with related parties such as clients, consultants, JV partners, and subcontractors involved in the technical preparation of each tender project.
Qualifications:
- Excellent English language skills and engineering terminology.
- Excellent presentation, written, and communication skills.
- Proficient in AutoCAD and all Microsoft Office applications.
- Highly motivated, dedicated, and guided by career targets and goals.
- Ability to work under pressure and with minimum supervision.
- Welcomes and embraces new career challenges for professional development.
- Proficiency in Microsoft Outlook, Word, Excel, and PowerPoint.
- AutoCAD (Essential), Revit (Preferable).
