Job Description

Job Purpose:

The job holder will manage activities related to contract in accordance with contractual requirements and Company policies.

Key Accountabilities:

1. Provide support in preparing budgetary cost advice for all work elements of the project, ensuring accurate cost estimates and facilitating informed decision-making.
2. Issue inquiries to suppliers/subcontractors and prepare bid summaries for review and approval, optimizing procurement processes and securing competitive bids.
3. Provide procurement and contractual advice, safeguarding the company's interests and ensuring compliance with contractual obligations.
4. Generate 'Order of Magnitude' costs for construction projects, providing preliminary cost estimates to guide project planning and decision-making.
5. Refine, monitor, and control costs during design development, ensuring cost efficiency and adherence to project budgets.
6. Manage cost analysis for new work, repair, and maintenance work to provide detailed cost requirements and timely advice to the client, fostering cost transparency and informed client decisions.
7. Liaise and coordinate between civil, Mechanical, Electrical, and other disciplines to ensure the material requirements for different work, assess the feasibility of using different materials, and create various cost scenarios for the client to make informed decisions on the cost implications of material choices.
8. Conduct risk analysis of different projects to identify, manage, or avoid potential risks, enhancing the cost-benefit profile of projects through proactive risk mitigation strategies.
9. Procure quality services and works, calculating cost benefits to the project and client to ensure adherence to best practices and maximize project value.
10. Analyze cost plans and value engineering plans to assess their impact on the cost-benefit balance of the project, ensuring informed decision-making and optimized project outcomes.
11. Prepare bills of quantities to accurately estimate the quantity of work involved, facilitating effective cost planning and tendering processes.
12. Manage the tendering and awarding process and procedures, ensuring the selection of qualified contractors for bidding and awarding of work within established parameters, fostering competitive procurement practices and securing the best value for the project.
13. Evaluate Bills of work submitted by contractors/consultants, ensuring compatibility with estimated quantity and cost, and authorizing accurate payments to contractors based on completed work, maintaining financial integrity and contractor satisfaction.
14. Scrutinize variations in terms of ARF, AVI, and Request to Proceed (RTP) to validate the cost impact on the project, proactively managing cost escalation and protecting project profitability.
15. Maintain a comprehensive understanding of different contracts and clauses to proactively identify, address, and minimize contract-related issues, safeguarding the company's interests and ensuring project success.
16. Prepare and submit comprehensive reports to provide Management with timely and insightful information on the progress of MEP initiatives against plans, budgets, and sales, enabling informed decision-making and strategic project management.
17. Process Contractor and Consultant payments efficiently and accurately, maintaining financial integrity and fostering positive relationships with key stakeholders.
18. Review and finalize Consultant recommendations on Contractor claims, ensuring fair and equitable resolution of claims, maintaining financial transparency, and upholding the company's reputation for integrity.

Key Performance Indicators:

1. Timely processing of payments and variation orders.
2. Settlement of all pending/legacy variation orders, claims and disputes in a timely manner.
3. Timely submission of cost reports and accruals.

Key Interactions:

Internal: DH and its vertical employees and Departments.

External: Consultant/ Customers/ Industry peers/bodies/ Regulatory & Statutory Authorities.

Desired Candidate Profile:

1. Graduate in Contracts Management/ Civil Engineering/ Quantity Surveying or related field.
2. Certified Contract Manager (CCM) / Professional Contract Manager (PCM) / Certified Public Procurement (CPP) - preferred.
3. Strong knowledge in FIDIC suite of contracts.
4. Skilled in Project Management, Quantity Survey and Risk Management.
5. Strong understanding of contract law, construction law, and relevant business law principles.
6. Min. 4- 6 years of experience with at least 3 years negotiating, drafting, and executing complex contracts.
