Procurement Engineer-

Principal Accountabilities

1. Assist in ensuring NMDC's position is protected through understanding contractual, commercial, insurance, and legal processes.
2. Support the preparation of framework agreements for EME & Plant, leveraging volume discounts and early payment initiatives across the group.
3. Collaborate with the Equipment Manager to ensure EME & Plant requirements are procured effectively and on time.
4. Prepare and compile tender documents for suppliers not covered by existing framework agreements.
5. Participate in technical and unpriced commercial evaluation of tenders and assist in preparing comprehensive techno-commercial evaluation reports.
6. Support the Procurement Manager in finalizing negotiations and processing award recommendations, ensuring approvals are obtained.
7. Verify bidders' conformity to tender documentation, including guarantees, performance bonds, and insurance, in line with agreed formats and processes.
8. Maintain and manage good working relationships with suppliers and subcontractors to ensure smooth procurement operations.
9. Ensure compliance with NMDC's business processes and governance standards in all procurement activities.
10. Provide inputs to develop and implement robust policies, processes, and procedures to enhance procurement effectiveness.
11. Contribute to achieving NMDC's commercial objectives by supporting cost-efficient and timely procurement activities.
12. Demonstrate a reasonable level of commercial and technical knowledge to address procurement challenges effectively.
13. Monitor market trends and supplier developments to identify opportunities for cost savings and innovation in procurement.
14. Assist in tracking and analyzing key procurement metrics to improve efficiency and ensure adherence to budgets and timelines.
15. Support the resolution of supplier performance issues and discrepancies to maintain project schedules.
16. Ensure proper documentation and record-keeping for all procurement activities to facilitate audits and compliance checks.
17. Coordinate with internal stakeholders to align procurement strategies with project timelines and operational needs.
18. Conduct preliminary negotiations with suppliers and escalate complex discussions to the Procurement Manager when required.
19. Participate in supplier qualification and evaluation processes to ensure compliance with NMDC’s standards.
20. Assist in implementing digital tools and platforms to streamline procurement processes and improve reporting accuracy.
21. Undertake additional responsibilities as needed to meet operational requirements, ensuring alignment with NMDC's business priorities.

Educational Qualifications & Certifications Relevant Experience

1. Bachelor’s Degree in Engineering in a related discipline or equivalent.
2. Certificate in CIPS (Chartered Institute for Purchasing and Supply) or equivalent would be an advantage.
3. Minimum of 6 years' experience in a similar role within industries such as dredging, marine civil engineering construction.

Technical Competencies

1. Expertise in procurement administration.
2. Strong knowledge of plant and machinery hire.
3. Expertise in sourcing within the UAE market.
4. Knowledge in understanding and implementing the Plant Hire, Frame Agreement, Amendments.
5. Knowledge in ERP systems such as SAP or Oracle.
