Job description

Job Purpose:

This will involve ensuring EDB Procurement Team members are trained in terms approved policy and process, working with stakeholders across the bank to apply and continuously improve policy and process, to ensure consistency in application and stakeholders' satisfaction.

Job Role and Responsibilities:

  • Act as Senior Governance officer for Procurement department, supporting the Director of Procurement.
  • Prepare, manage, and present subjects for procurement committee approval, including drafting agendas and summarizing key topics for discussion.
  • Lead procurement committee meetings, ensuring thorough documentation and effective communication of decisions to stakeholders.
  • Review EDB Procurement workflow to ensure it utilizes existing technology adequately, and design and develop productivity enhancements.
  • Develop a Vendor Management framework for EDB integrated into EDB Procurement practices, including responsibility for the annual procurement plan.
  • Develop and/or assist in developing procurement policies, procedures, and guidance documents.
  • Work with the Director of Procurement to define EDB’s Departments strategy, setting performance objectives and monitoring progress.
  • Track EDB adherence to agreed service level agreements (SLAs) and work with Director of Procurement to make improvements where necessary.
  • Maintain a register of non-compliance with EDB Procurement Governance and work with the Director of Procurement, Procurement Committee members, and other senior stakeholders to remediate and manage down the rate of such incidents.
  • Act as a key point of escalation for procurement governance-related concerns, driving timely and effective resolutions.
  • Review field office procurement records to ensure compliance, overseeing Procurement officers’ maintenance of appropriate purchase documentation and approvals as per the DOA.
  • Review and enhance business cases prepared to support recommendations for award, providing assurance to management/procurement Committee that the best agreement has been obtained.
  • Interface with Procurement Sr./Officers and request necessary actions to resolve issues.
  • Monitor and report all strategic savings on a quarterly basis to the Director of Procurement.
  • Provide technical and management support with the development of tender-related documents referring to EDB’s procurement policies and procedures.
  • Provide the necessary “checks and balances” oversight to ensure that procurement activities meet expectations.
  • Ensure that all work carried out is of the highest standards of safety and quality, and in compliance with the EDB’s Policies and Procedures, to effectively support safe and reliable processes.
  • Support continuous learning and application of procurement best practices to maintain the highest quality of procurement activities.
  • Promptly report quality-related issues or deficiencies in procurement activities to line management.
  • Collect the necessary information required for the development of reports to keep management updated.
  • Seek feedback on user satisfaction.
  • Keep all documentation up-to-date and available in the appropriate system.
  • Make maximum use of available systems; support implementation of new systems.
  • Ensure commitment to a culture of excellence and Quality Management by implementing best practices, complying with excellence requirements in terms of policies, procedures, and systems, and exceeding stakeholders’ expectations.
