The incumbent is responsible for managing the execution of waste management operational activities related to service provision including sweeping, waste collection, cleaning services, special urban cleaning interventions, cleaning campaigns, and other services as per the contract requirements.
Accountabilities
Manages the overall waste management operations, ensures provision of cleaning & waste collection services and other related services of the project, and ensures that the services are delivered in conformance with the client and contractual requirements.
Maintains a clear understanding of the contractual requirements related to operations, service area, scope of work, and the standard operating procedures.
Maintains cordial relationships with the Client and ensures a high level of client and public satisfaction in terms of the Waste Management services offered by the company.
Ensures that the client KPIs are fully met and targets services provision to achieve zero penalties.
Develops and executes the monthly operations work plan.
Monitors the implementation of the Monthly Operations Plan, reviews, and reports the Operations performance to the Project Manager.
Ensures that the operations-related complaints are addressed within the agreed timelines/SLAs as defined by the client and close-out reports are timely shared with the client.
Investigates delays in execution of the operation plan and the penalties, if any, and recommends corrective actions.
Regularly monitors the work progress, identifies present and potential problems related to operations, and suggests ways for addressing such problems.
Designs methods for work activities to increase efficiency and effectiveness in Waste Collection functions.
Reviews routes and collection processes, noting areas that require attention and incorporates these works into daily or weekly schedules.
Focuses on continual optimization of service quality & continual development of the skills of the operation team by identifying the training needs.
Provides the necessary inputs/data for the preparation of the annual operations budget and monitors and controls the operational expenses within the approved budget.
Monitors and analyzes operations expenses on a regular basis and suggests strategies for cost control wherever possible.
Monitors and controls the attendance, overtime, and leave management of the operations team.
Sets clear and SMART objectives for the operations team members, conducts regular meetings with the Operations Team to review their performance and provide feedback.
Supervises and manages the regular reporting & internal communication between subordinates and concerned stakeholders to ensure quality service.
Ensures timely submission of all the necessary reports as per client requirements.
Ensures compliance with HSE protocols while planning for the execution of the operational services.
Ensures all corrective actions assigned to staff arising from audits, incidents, and HSE reviews are implemented on time.
Ensures compliance with local and federal laws, Integrated Management System procedures as well as BEEAH's policies and procedures.
Coordinates with other departments and functions and shares the operational requirements and arranges to get the necessary support from the other functions.
Qualification & Experience
Bachelor's Degree in any discipline; Engineering (Civil / Mechanical) degree will be a plus. Minimum of 10 years of experience in handling waste management operations. Waste management specialist with ample experience in managing MSW operations (City Cleaning, Municipal waste collection & transportation) in large-scale service contracts. Must have experience in the delivery of Municipal waste collection contracts in the GCC region. Must be bilingual in English and Arabic. Internationally recognized Waste Management certifications will be a plus. Certificate in PMP / Operations Management will be a plus.
