NOC Engineer for Roads and infrastructure projects (Wet & Dry Utilities)

Job Summary:

Orchid Engineering Consultants in Dubai is looking for an amazingly talented NOC Engineer for Roads and infrastructure projects (Wet & Dry Utilities) to join our team immediately. In this role, you will be responsible for coordinating, reviewing, and processing non-objection certificates (NOCs) required for roads and its infrastructure and utility projects. This role involves liaising with various authorities, consultants, contractors, and utility providers to ensure smooth project approvals while adhering to regulatory standards. You will independently handle the NOC applications in the RTA Portal (Information & final NOC, Trial Trench, Construction NOC, revalidation NOCs, and as-built handing over) and follow up with all authorities. Key Responsibilities:

1. NOC Coordination:
   1. Manage preparation of NOC submissions and follow-up on applications for roads design and its infrastructure works (wet & dry utilities).
   2. Ensure timely approvals from relevant authorities such as RTA, DWA, Power, telecom, and Dubai municipality.
   3. Have complete knowledge of the NOC requirements and procedures of all authorities in the RTA Portal.
   4. Control project activities for all related NOC works.
   5. Independently handle NOC applications in the RTA Portal and follow up with all authorities.
   6. Check all NOC letters (Arabic/English) and documents for approval from Municipality/Authorities.
   7. Coordinate with authorities, design teams, and contractors to avoid delays in obtaining work permits/NOCs.
   8. Monitor roads design NOCs and ensure all submittals address respective authorities and attend meetings.
2. Documentation Management:
   1. Review engineering drawings and specifications to ensure compliance with utility authority standards.
   2. Maintain and update records of NOC applications, approvals, and related documentation.
3. Project Support:
   1. Coordinate with project teams to integrate roads design & utilities NOCs requirements into project schedules.
   2. Provide technical guidance to ensure compliance with utilities authority standards for wet (water, sewerage, irrigation) and dry (power, telecom, gas) utilities.
4. Stakeholder Communication:
   1. Act as the primary liaison between consultants, contractors, and utility authorities.
   2. Address queries and concerns from stakeholders regarding NOC requirements and processes.
5. Compliance and Standards:
   1. Ensure all roads & utility designs align with local regulations, codes, and standards.
   2. Identify and resolve potential conflicts in utility layouts to streamline approvals.
6. Site Coordination:
   1. Attend site inspections and coordinate with relevant teams for verification of utility installations if needed.

Qualifications & Skills:

1. Education:

   Bachelor’s degree in Civil Engineering, Mechanical Engineering, or a related field.

2. Experience:
   1. Minimum 5 years of experience, with at least 3 years related to roads design and its infrastructure works (Wet & Dry Utilities) NOCs, infrastructure coordination, roads permits, and NOCs processing.
   2. Knowledge of Roads and Infrastructure Projects (wet & dry utility networks) and associated regulations.
   3. Approved RTA experience is preferred.
3. Technical Skills:
   1. Proficiency in AutoCAD and utility design software.
   2. Familiarity with utility authority requirements and procedures.
4. Soft Skills:
   1. Strong communication and coordination skills.
   2. Attention to detail and ability to meet deadlines.
   3. Problem-solving and conflict-resolution abilities.
