Profile Summary:

The QHSE Officer is responsible for overseeing and ensuring compliance with quality, health, and safety policies, procedures, and regulations within an organization. The position is typically responsible for developing, implementing, and maintaining quality, health, and safety programs, as well as providing guidance, training, and support to employees and contractors to ensure a safe and healthy work environment. The QHSE Officer works closely with various departments to identify and mitigate potential risks, promote best practices, and ensure continuous improvement in quality, health, and safety performance.

Key Responsibilities:

  1. Developing and implementing HSE policies, procedures, and guidelines in accordance with OSHAD regulations and company requirements.
  2. Conducting risk assessments and audits to identify potential hazards and risks in the workplace, and recommending appropriate preventive and corrective measures.
  3. Monitoring and evaluating the effectiveness of HSE programs and initiatives, and providing recommendations for improvement.
  4. Conducting regular inspections of the workplace, equipment, and facilities to ensure compliance with OSHAD requirements and industry best practices.
  5. Providing training and awareness programs to employees and contractors on HSE policies, procedures, and safe work practices.
  6. Investigating incidents, accidents, and near-misses, and providing reports and recommendations for preventive measures.
  7. Keeping up-to-date with OSHAD regulations, guidelines, and industry best practices, and advising management on changes and implications.
  8. Participating in emergency response drills and exercises, and providing support during actual emergencies or incidents.
  9. Maintaining accurate records and documentation related to HSE activities, including incident reports, inspection reports, and training records.
  10. Generating weekly, monthly reports pertaining to HSE.
  11. Encouraging the reporting of any QHSE incident immediately as per Company QHSE procedures.
  12. Recording QHSE key performance indicators on a monthly basis and issuing reports as necessary. Suggesting and advising changes to ensure continuous improvement on any additional effective KPIs to be added in the system as part of continual improvement.

Managerial Responsibilities:

  1. Providing training and awareness programs to employees and contractors on HSE policies, procedures, and safe work practices.
  2. Monitoring and reporting on team performance metrics, ensuring alignment with department and corporate goals.
  3. Developing and implementing performance improvement plans for team members as needed.
  4. Supervising and supporting team members, ensuring they have the resources and guidance needed to succeed.
  5. Identifying training needs and opportunities for professional development within the team.

Organizational Responsibilities:

  1. Overseeing the implementation of governance frameworks within their departments.
  2. Ensuring department policies and procedures align with MHAO directives.
  3. Facilitating compliance with HR, legal, and risk guidelines, and supporting audit processes.
  4. Collaborating with other departments, contractors, and relevant authorities to address HSE concerns and implement solutions.
  5. Preparing and overseeing the creation of comprehensive department reports, ensuring accuracy and alignment with corporate objectives before submission to executive management.
  6. Complying with federal, state, and local QHSE legal requirements by studying existing and new legislation, enforcing adherence to requirements, and advising management on needed actions.
  7. Maintaining professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.

Professional Experience:

Minimum 3-5 years in a similar role, preferably in the Transport or related industry.

Educational Qualifications and Certifications:

  1. Higher Diploma/Graduate in any discipline.
  2. Certificate in NEBOSH/IOSH, ISO 45001, and 9001:2015 - OSHAD Practitioner certification.
  3. Valid UAE driving License is preferred.

Desired Candidate Profile:

Must have ADNOC Approved Safety and experience. Should be able to monitor RAG reports and Telematics.
