Job description

Responsibilities:

  • Full administration of construction contracts, including all related correspondence.
  • Support to the Construction and Project Controls Team on all contractual aspects.
  • Review and analyze contractual claims' validity and recommend appropriate action as assigned.
  • Follow-up on proper closeout of completed contracts with respect to the issuance of required completion certificates, release letters, and the return of performance bank guarantees.
  • Liaise with the Pre-Qualification function to plan surveys for qualifying new contractors/suppliers, including shop surveys.
  • Assist with preparing standard tender documents, including standard forms of contracts for all types of works, services, consultancy, and manpower, in coordination with legal, audit, and finance.
  • Participate in preparing/updating the Company's Contracts Policy and Procedures and preparing control management documents such as Tender Board terms of reference.
  • Ensure feedback information related to tenderers' performance during the tendering stage and for building the database.
  • Implement approved Section policies, processes, systems, standards, and procedures to support the Section's work programs in line with Company and International standards.
  • Comply with all applicable legislation and legal regulations.
  • Informs themselves of the relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures in place within Hill International, ensuring continued compliance with these requirements while employed by Hill.
  • Perform other duties as assigned by the line manager/supervisor.
Qualifications, Experience, Knowledge and Skills:
  • Bachelor's degree in engineering/QS, or a relevant degree.
  • 8 years of experience in the preparation of contracts within a large organization.
  • Certification in supply chain or contracts will be merited, i.e., CIPS or similar.
  • Technical understanding of building, reviewing, and finalizing various contracts and tendering processes.
  • Sound understanding of commercial management principles with technical knowledge and diversified capabilities in contracts and risks management, cost-effectiveness, and legal/economic aspects.
  • Good understanding of regulation and control and other relevant legal guidelines.
  • Good contract negotiation and preparation skills.
