Job description

The Facilities Manager at Tadweer is responsible for overseeing the daily operations of waste management facilities. This role includes managing facility maintenance, ensuring compliance with health, safety, and environmental regulations, and maximizing the utilization of facility resources. The Facilities Manager will develop strategies to enhance operational efficiency and cost-effectiveness, coordinate procurement activities with internal teams and contractors, and implement quality control measures. Additionally, the manager will oversee third-party contractors within the Recycling department, ensuring compliance with operational and technical contractual obligations, and optimizing the performance of collection services.

Job Objectives

  • Manage the daily operations of Tadweer’s waste management facilities.
  • Develop and implement facility management strategies and policies.
  • Prepare and present reports on facility operations and maintenance.
  • Monitor and evaluate the performance of collection service providers, ensuring compliance with KPIs & SLAs.
  • Manage the collections contract lifecycle, in close coordination with relevant stakeholders.
  • Develop and maintain strong relationships with collection service providers, fostering a collaborative relationship.

Role Responsibilities

Facilities

  • Manage the daily operations of waste management facilities, including waste treatment plants, recycling centers, and landfill sites.
  • Manage facility maintenance activities, including preventive and corrective maintenance, to ensure optimal performance and minimize downtime.
  • Ensure compliance with health, safety, and environmental regulations at the facilities.
  • Manage facility resources, such as personnel, equipment, and budgets, to support efficient and effective operations.
  • Develop and implement facility management strategies and policies to enhance operational efficiency and cost-effectiveness.
  • Coordinate with internal teams, contractors, and suppliers to ensure timely procurement of materials and services needed for facility operations.
  • Implement quality control measures to maintain the standards and specifications of facility operations.
  • Conduct regular inspections and audits to assess facility conditions and identify areas for improvement.
  • Collaborate with cross-functional teams to optimize facility operations and resolve any operational issues.
  • Monitor facility performance metrics and key performance indicators (KPIs) to track performance and identify areas for improvement.
  • Develop and implement emergency response plans and contingency measures to handle unforeseen events or disruptions at the facilities.
  • Prepare and present reports on facility operations, maintenance activities, and performance to the Operational Facilities/ Asset Management Director and other stakeholders.
  • Continuously evaluate facility processes and practices to identify opportunities for process improvement and efficiency gains.
  • Ensure effective communication and collaboration with stakeholders, including internal teams, regulatory authorities, and community groups, to address concerns and maintain positive relationships.
  • Stay updated on industry trends, technological advancements, and best practices in waste management facility operations and maintenance.

Contracts Management

  • Contribute to the development and implementation of collections strategies, ensuring effective third-party performance and contract management.
  • Manage the collections contracts (i.e., third-party) performance activities on a day-to-day basis, and ensure contractors operate within technical and contractual boundaries.
  • Monitor and evaluate collection services in accordance with established metrics (i.e., KPIs) and service level agreements (SLAs).
  • Deploy teams to conduct site inspections and monitoring activities, ensuring proper supervision and control of third-party collection services.
  • Review collection service providers’ performance regularly, addressing any gaps and implementing corrective measures accordingly.
  • Collaborate with internal stakeholders to identify and implement collection process improvements that will improve the efficiency and effectiveness of collection services.
  • Manage the contract lifecycle which includes contractual negotiations, renewal, amendments, and cancellations in close coordination with relevant stakeholders (incl. Procurement, Legal, etc.).
  • Ensure service providers compliance with applicable regulatory requirements and standards.
  • Develop and implement vendor selection and evaluation processes in close collaboration with the Procurement team.
  • Develop and maintain strong relationships with collection service providers, fostering a collaborative partnership.
  • Manage the identification of short-term and medium-term optimization opportunities for existing contracts in order to support collection operations efficiency.
  • Be abreast of industry best practices and technological advancements in waste collection and contract management, recommending and implementing innovative solutions.

Organizational Responsibilities

  • Ensure compliance to applicable policies, processes, and procedures (organizational and department level).
  • Ensure symmetry with the sustainability principles through aligning with environmentally friendly practices during the performance of duty.
  • Ensure full commitment to the roles and responsibilities as stated in the organization’s risk management and Business Continuity Management (BCM) frameworks (e.g., Disaster Recovery Management Framework).
  • Ensure compliance to both organizational and regulatory Health, Safety and Environment (HSE) and BCM standards, policies, processes, and procedures.

Job Requirements

Qualification

Experience

  • Bachelor’s degree in engineering, facilities management, or a related degree.
  • Professional certificates are preferred.
  • Minimum of 15 years in facilities or contract management or a related field (preferably with waste management sector experience).
