Job description

The job holder will manage the estimation function, prepare construction cost estimates and involve in the planning, development, negotiation and contract execution of the assigned project to meet DHRE objectives.

Key Accountabilities:

  • Act as a Project Lead (of any assigned project) by supervising and managing the development and implementation of estimation function in co-ordination with Project team and stakeholders within the assigned timescale and allocated budget.
  • Provide appropriate budget advise to facilitate Development team in establishing Project budgets by creating estimates for large and complex projects to ensure project completion is within estimated budgets.
  • Perform cost analysis as applicable by managing tasks and deliverables assigned to ensure that resources are managed, and deadlines are met.
  • Oversee design changes at each milestone, identify key variances and guide design team through on cost parameter to align design with the allocated budget.
  • Conduct technical evaluation on Cost Consultancy fee proposal for pre-contractual services and provide feedback to the Commercial department by reviewing cost plan submissions received from Cost Consultant at each design stage to ensure cost estimate capture the latest market trends and reflect the design intent.
  • Lead projects as assigned by section head; including but not limited to taking fully responsibility and accountability to monitor allocated budget set for each Project at Project Initiation Stage and work in collaboration with other departments within the organization.
  • Implement and maintain in-house cost database and benchmarking data from Awarded Contract and Cost Plan developed at each design stage to maintain adherence to business plan.
  • Set up cost monitoring principles, procedures and reporting systems to facilitate upper management with information on the project status.
  • Manage team deliverables for assigned project in co-ordination with DHRE Project Teams and other stakeholders to ensure all deliverables are consistent and that of qualitative standard as per business plan.
  • Manage, train and develop the estimation team to adopt best practices, improve efficiency, ability to utilize on-screen take-off and cost planning systems.
  • Perform site visits and provide timely reports/ dashboard on project status and deliverables as requested.
  • Keep abreast of market influences and trends and advise on pricing and costs as and when required.
  • Ensure compliance with policies, procedures, processes and controls of procurement at all levels.

Desired Candidate Profile:

  • Bachelor’s / Master’s degree in Civil Engineering/ Quantity Surveying.
  • Professional certification in Quantity Surveying (MRICS) preferred.
  • Min. 8-10 years’ experience as an estimator, preferable 6-7 years at a managerial role in Project Estimation preferably with Consultancy or Master Developer background.
  • Extensive knowledge of best industry practices and standards.
  • Ability to closely collaborate with other project teams and stakeholders.
  • Stakeholder management to ensure design is aligned with allocated Budget.
  • Management and analytical skills on budget and value management, cost estimation, measurement and quantification.
  • Exceptional time management, multitasking and interpersonal skills.
  • Management of in-house cost database based on Contract awarded value and conduct benchmarking with external Cost Consultant’s publications.
