Job description

To produce contracts and agreements related to works, services and materials procured by HCT to ensure positive outcomes in cost, time and quality.

Main Responsibilities

Operational Role

  • Adapt to the business continuation practices and approaches developed to protect and restore the organization's resources and business continuation and adjust best to the changing environment in times of any major change/ crisis to maintain a responsible and positive environment for the organization and the community as a whole.
  • Monitor and evaluate developments in legal aspects that affect sourcing decisions explaining to colleagues and other internal stakeholders on the implications.
  • Provide advice on the interpretation of contract terms to colleagues, suppliers and other stakeholders and draft bespoke terms to apply outside of established frameworks and contract forms.
  • Analyze and explain to colleagues and other internal stakeholders the implications of Intellectual Property Rights including licensing, royalties and non-disclosure agreements with the supply chain.
  • Negotiate with vendor contracts according to relevant internal and external standards and regulations and to maintain provision of optimal and most cost-effective deals for HCT.
  • Set standards for dealings with suppliers to ensure that regulations on bribery and corruption are upheld and report any breaches of regulations to senior management or responsible authorities.
  • Identify risks and make recommendations to mitigate them according to relevant Cabinet resolutions, HCT's policies, procedures and processes.
  • Evaluate in consultation with Senior Manager Contracts on any contract disputes with vendors and recommend appropriate methods for resolution of disputes or redirect them to the appropriate parties and follow up on their resolution.
  • Draft/interpret and revise contracts and master agreements including the terms and conditions with suppliers/consultants/service providers/contractors in direct coordination with Senior Manager Contracts and the Legal Affairs department.
  • Review contracts and recommend appropriate actions to be taken in the event of any default or breach of contract including subcontracting work without agreement.
  • Evaluate and recommend appropriate actions to be taken to resolve variations, claims or compensation events.

Leadership Role

  • Review work on a regular basis and provide constructive feedback.
  • Delegate tasks to subordinates and encourage them to take initiative within their scope of responsibilities, if applicable.
  • Advise and guide others by sharing experiences and discussing how to deal with various matters.
  • Contribute in an effective and efficient manner to the development of UAE Nationals.

Qualifications

  • Minimum of Bachelor's degree in a relevant field is required e.g. Supply Chain Management, Engineering, Business Administration, Commerce.
  • CIPS, Professional certification in purchasing, procurement or supply chain is preferred.
  • Full English and Arabic proficiency are required.
  • Intermediate computer literacy is required e.g. MS Office, ERP (Contracts Management System).

Experience

  • Minimum of 3 years of relevant work experience in Procurement and Contracts or any relevant field in the region.
