The Manager, Enforcement supports M&E by managing and carrying out the duties and functions that contribute to the RA’s regulatory objectives.

Job Description

  • The Registration Authority’s (RA’s) Monitoring & Enforcement (M&E) Division is responsible for the monitoring of compliance with and enforcement of ADGM’s commercial legislation.
  • M&E is also responsible for the supervision of ADGM registered auditors and insolvency practitioners.
  • The Enforcement Section, within M&E, is responsible for carrying out the enforcement aspect of these responsibilities, by assessing and investigating suspected contraventions.
  • Manage the effective delivery of the RA’s enforcement strategy in accordance with the yearly operational plan.
  • Take a lead role in all Enforcement activities related to addressing and reducing contraventions.
  • Plan and lead investigative interviews and draft investigative document requests.
  • Help ensure that Enforcement’s investigations are made in accordance with natural justice and completed in a timely fashion.
  • Oversee the collection, organization, preservation and disclosure of all documentary evidence and testimony.
  • Monitor all Enforcement timelines to ensure compliance and deliver on deadlines.
  • Submit appropriate and timely assessments and reports to the Section Head, Enforcement.
  • Lead and ensure the continuation of Enforcement work in the absence of the Section Head.
  • Work closely with the Monitoring Section and other RA Divisions.
  • Support the design and delivery of new and ongoing M&E initiatives.
  • Assist in managing relationships with external stakeholders.
  • Monitor and seek to improve the internal processes and procedures of M&E.
  • Work closely with Legal & Policy in the conduct of civil and administrative proceedings.

Managerial

  • Creates and participates in a team environment where members consistently drive to improve performances.
  • Takes responsibility for mentoring high potential talent within M&E.
  • Support the Section Head, Enforcement in mentoring and guiding junior staff.

Information Security related

  • Adhere to responsibilities as per ADGM Information Security policy.
  • Maintain confidentiality, integrity, and availability of ADGM Information at all times.

Education

  • A Bachelor degree in a legal, financial or business discipline.

Work Experience

  • A minimum 6 years’ post graduate experience in law enforcement, forensic accounting, compliance or financial regulation.
  • Understanding of the public interest role of regulatory bodies.
  • Knowledge and development of regulatory policies and frameworks.
  • Ability to oversee and proactively manage large and complex matters.
  • Ability to draft submissions, reports and/or recommendations.
  • Strong analytical, problem solving and interpersonal skills.
  • Ability to manage stakeholder relationships both internally and externally.
  • Demonstrated attention to detail.
