Your Opportunity
The Divisional Health, Safety and Environmental Manager will develop and ensure the implementation of the Serco HSE Management System across all sectors. The HSE Manager will lead on all HSE matters on a day-to-day basis and be vital in ensuring the delivery of HSE objectives.
As a Divisional HSE Manager, you will be directing and engaging with a large team of HSE Managers and Officers across the division. The HSE Manager will drive a Zero Harm Culture across all sites where Serco operates and delivers services on behalf of our clients. The HSE Manager will ensure the delivery of an effective HSE Training programme and support the successful mobilization of HSE elements and safety procedures on all new contract awards across sectors and countries where Serco operates.
This role will be based in the Dubai support office.
Key Accountabilities
- The role will functionally report to the Divisional Head of Risk and Safety.
- The role will operate across the Division and will be expected to form an effective working relationship with key personnel, becoming part of the Division's Management Team.
- Ensure that the Division is aware of, shares, and continues to comply with legislative and regulatory requirements and best practices.
- Ensure an effective Quality, Health, Safety and Environmental management system is in place for the Division which meets the requirements of the Serco Management System and other applicable standards such as ISO.
- Contribute to the development of the Divisional Safety and Assurance imperatives and action plans and ensure understanding and delivery of these across the Division. Report on progress regularly to Division management and the Divisional Health and Safety committee.
- Lead and support investigations into major incidents/accidents.
- Ensure adequate emergency response, crisis management, and business continuity plans are in place across the Division, maintained, and regularly tested.
- Ensure compliance reviews are planned, based on the Division's risk profile, executed, and reported on in a timely manner, including coordination with both internal and external resources.
- Monitor and review all HSE actions arising from incidents, audit reports, compliance reviews, and inspections, ensuring that common themes are brought to the attention of Division management.
- Ensure lessons learned are shared across the Division and the wider organization.
- Contribute to any bidding activity relating to the Division to ensure that Safety and Assurance risks and issues have been appropriately identified and mitigations are included in the proposal, meeting legislative and regulatory requirements and best practices.
Specific Requirements
- Should hold NEBOSH Occupational Health and Safety Diploma or equivalent qualification.
- Should hold Lead Auditor Qualification (ISO9001:2015 and ISO45001).
- Desirable to hold OHSAS 18001 certificate and Lead Auditor Qualification ISO 14001.
- An understanding of the risks associated with the operation of a contract in a high-risk industry and the mitigations available to minimize those risks.
- Effective communicator and negotiator who can communicate effectively both orally and in writing.
- Ability to communicate with and influence senior management and employees.
- Ability to deliver an effective training programme and have the ability to travel between sites.
- Proactively engage and work with employees at all levels of the organization.
- Team player willing to be involved on a hands-on basis within the Division.
- Ensure compliance with the Serco Management System and all relevant business processes, procedures, and work instructions to deliver all work with appropriate quality and governance standards.
- Ensure security and integrity of all data provided, including reporting performance, finance, and customer information; reference Serco non-disclosure policy.
