Reporting to and taking direction from the AVP IS / CIO, the Director of Technology Operations will provide departmental leadership, management, and operational oversight for the day-to-day business, administrative, and financial operations for the Office of Technology. The Director of Technology Operations will manage, lead, supervise, and be responsible for the resources assigned to the position, which includes Technology Operations team members and the Technology Support Center. This position is a member of the Office of Technology leadership team.
Primary functions of the position include:
- Manage the fiscal, budget, business, and administrative operations for the Office of Technology.
- Provide leadership, management, supervision, training, guidance, and accountability of the resources assigned to the position.
- Direct and provide guidance/direction for the Technology Support Center team.
- Serve as the Office of Technology liaison with Accounting Services, Finance and Administration, Human Resources, Legal Affairs, Procurement, and other UCM departments for financial, personnel, budget-related activities, and departmental business operations.
Manage the fiscal, budget, business, and administrative operations for the Office of Technology: 30%
- Manage and oversee financial planning, reporting, budgets, payroll, accounts payable, and accounts receivable per direction of AVP IS / CIO.
- Provide timely and relevant financial information and reports.
- Serve as the primary financial/budget advisor for the Office of Technology teams.
- Coordinate activities and requirements for business and operational processes.
- Prepare, monitor, and reconcile the Office of Technology departmental budgets including the accounting of revenue and expenses for all Office of Technology departmental operations.
- Use available tools to develop, analyze, and interpret financial reports.
- Manage applications in support of operations and operational processes (accounts, ticketing system, cell phones, telecommunications, departmental web content, etc.).
- Maintain knowledge of University policies, processes, procedures, etc. to comply with federal, state, and University regulations concerning financial transactions.
- Manage internal and external communications with Office of Technology staff and campus constituents.
- Manage and oversee operational processes and policies in support of organizational directives, mission, and goals.
- Analyze financial activities, budgets and develop, plan, manage, and advise the AVP of IS / CIO.
- Develop short and long-term budgets and fiscal projections for various programs, initiatives, and funding requests for new and ongoing departmental and University operations and projects.
Provide leadership, management, supervision, training, guidance, and accountability of the resources assigned to the position: 30%
- Provide direct and indirect supervision of employees charged with handling fiscal documents to ensure compliance with University guidelines.
- Manage Office of Technology personnel activities, documents, and files.
- Develop and lead a team in support of administrative and business operations for the Office of Technology.
- Provide daily supervision of staff assigned to Technology Operations team.
- Engage in departmental policy, planning, and strategy decisions.
- Analyze effectiveness of existing procedures and policies, and recommend improvements as needed.
- Manage and oversee departmental ticketing system and processes in support of departmental supporting technology resources across campus.
- Implement policy and procedural improvements as directed.
- Define and constantly monitor the processes and procedures for incoming and outgoing technology resources.
- Track inventory for desktops, laptops, tablets, printers, VoIP devices, and other devices as directed.
- Provide project management support for those initiatives that cross Office of Technology departmental boundaries.
- Work collaboratively with cross-functional teams within the Office of Technology.
- Provide direct and indirect administrative and business operations oversight with Office of Technology staff.
- Manage communications with departmental staff and campus constituents as directed.
- Maintain and update processes and procedures associated with tracking and renewing hardware and software agreements, contracts, and licenses.
- Establish and maintain vendor contacts and communications.
- Execute project and portfolio planning for assigned duties and responsibilities.
Direct and provide guidance/direction for the Technology Support Center team: 25%
- Provide direct oversight and leadership of the Technology Support Center team.
- Plan, prepare, revise work schedules and duty assignments according to budget allotments, customer needs, problems, workloads, and statistical forecasts.
- Establish guidelines for intake of work.
- Establish goals and metrics to measure outcomes.
- Build team unity and collaboration.
- Define key performance indicators.
Serve as the Office of Technology liaison with Accounting Services, Finance and Administration, Human Resources, Legal Affairs, Procurement, and other UCM departments for financial, personnel, budget-related activities, and departmental business operations: 15%
- Responsible for disputes and discrepancies on finance-related issues.
- Manage fiscal auditing processes and procedures.
- Serve as the Office of Technology liaison with campus constituents as directed by the AVP of IS / CIO.
- Primary interface to Human Resources regarding personnel (recruiting, hiring, staff action, etc.).
- Manage processes, procedures, and communications with Procurement, Legal Affairs, Accounting Services, etc. as it relates to agreements, contracts, and licenses.
- Administer and enforce UCM and Office of Technology departmental budget policies and procedures.
- Negotiate contracts and license agreements with vendors as directed.
Education:
- Bachelor's degree (Specify field(s) of study below), Master's degree (Specify field(s) of study below).
- Accounting, business administration, financial management, or related field.
- Master’s degree preferred.
Experience:
- Five years of experience in financial operations, contracts, budgeting, financial projections and planning, and working with financial systems with audit controls.
- Four years direct/indirect supervisory experience.
- Four years of experience in managing business operations and processes.
- Strong verbal and written communications.
- Experience in working with Excel.
