DIRECTOR OF HUMAN RESOURCE DEPARTMENT

Objective of the Role:

To provide strategic and operational direction in developing human resources policy and procedures by leading and managing a variety of issues and concerns of manpower planning, performance management, learning and development, recruitment, employee relations, as well as compensation and benefits.

Key Duties & Responsibilities:

  1. Partner with top management to grow the business through innovative human-resources management. Create human resources policy and procedures in alignment with the university regulations and requirements of the UAE government to achieve UOS's vision and mission.
  2. Manage the annual manpower planning for academic and non-academic positions. Support Emiratization initiatives and attract potential talents of Emiratis.
  3. Provide consultation on strategic staffing plans, compensation and benefits, learning and development, and employee relations. Supervise the development of UOS's organizational charts.
  4. Lead the HR team, provide development opportunities, and report on their performance.
  5. Manage the hiring process, analyze compensation and benefits practices, recommend systems to enhance HR operations.
  6. Facilitate communication between HR and other departments. Manage the department's budget and collaborate with HR consultation and recruitment companies.
  7. Lead the development of HR department's KPIs, manage change effectively, provide reports as requested.
  8. Complete other job-related tasks as assigned.

REQUIRED SKILLS:

Excellent oral and written communication skills in Arabic and English. Proficiency in MS Office applications and knowledge of HR-related ERP Systems. Understanding of personalities and behavioral styles.

Qualifications:

Minimum of bachelor's degree in Human Resources or a relevant discipline. Master's degree or related certifications such as CIPD, SHRM. Over 15 years of UAE experience in HR leadership, preferably in higher education institutions. Priority to UAE Nationals.
