Director Construction - Infrastructure

Job Description

The Construction Director will serve as a representative under the Infrastructure team, you will be the lead in all matters related to management of construction time, cost and quality. Also performs administrative & specialized technical work in reviewing and coordinating approvals of documents related to professional consultant services and capital construction projects.

Job Responsibilities:

1. Develop and implement tailored construction management policies and procedures.
2. Review and coordinate approvals for contract change orders, agenda reports, professional service agreements, budget resolutions, amendments, work authorizations and final payments.
3. Develop, implement and monitor personnel administration policies and procedures.
4. Coordinate the work of all site operations.
5. Review contractor's pay requests and issue payment certificates.
6. Monitor project master schedule and work progress including milestone dates.
7. Take corrective action with contractors.
8. Review and evaluate contractor’s variations and claims and recommend to client.
9. Assist in reviewing contractor's change order proposals.
10. Prepare recommendations to Client for change order approval, if warranted - all in conjunction with the designated QS.
11. Assist in negotiations with contractors regarding changes in contract value or project duration.
12. Review contractor's claims.
13. Prepare recommendations to Client for claims approval or rejection.
14. Negotiate with contractors regarding the value of claims or changes in schedules.
15. Monitor the contractor's progress and prepare progress reports on a monthly basis to Client.
16. Preside at weekly review, monthly and other progress meetings held at the site.
17. Review the start-up, testing, final commissioning activities, after review by the consultant.
18. Participate in the final inspection of the work with the Consultant and Client.
19. Monitor final completion of the work.
20. Recommend acceptance of the completed work to Client after receiving the same from the Consultant.
21. Review project’s final account and recommend to Client.
22. Enforce the provisions of the contract documents during the contractors' warranty period.
23. Issue provisional and final completion certificates to Client.

Qualifications

Minimum Requirements: GCC experience essential. Strong communication skills and proven history of delivery. Minimum 20 years professional experience in large/complex infrastructure projects.

Preferred Qualifications: Bachelor’s degree in Civil Engineering, Construction Management, or similar.
