Assignment Description
The Control Engineer reporting to EICT lead will be a member of the PDE Project Management Team, working collaboratively within the PDE organization, systems, procedures, and methods.
The Control Engineer is responsible and accountable towards PDE for design solution and all engineering activities within Project towards Control discipline.
The Control Engineer shall ensure that all relevant work internal and external in these disciplines related to the Project is executed to meet: -Class, Flag and British Regulatory Requirements as per Regulatory Compliance Plan (RCP) -Contract Requirements -Project Specifications, Codes and Standards.
One of the main activities of the Control Engineer will involve taking lead for defining, planning and then overlooking execution of SAS system modifications (PCS, PSD, PSD, and F&G) at subsystem level as well as verification and modification of field instrumentation and system and follow up of procurement.
The Control Engineer shall ensure that all project contracts, subcontracts, and purchase orders prepared in the relevant areas/disciplines for EPC execution of the defined work reflect the required regulatory and standards compliance.
Accountabilities
Assist in the development and maintenance of the SAS system modifications schedule at the subsystem and node levels, linking to different activities and documentation.
Follow up on all activities related to Control system development and change implementation, evaluate risks, and propose mitigating actions to ensure the timely delivery of the control system to commissioning.
Ensure the control system change module is populated and implemented according to the project schedule.
Ensure that relevant activities within the discipline are within the company framework and in conformance with contract requirements, Project Execution Plan, and relevant laws and regulations. The health and safety of personnel, natural and working environment and equipment shall be taken care of.
Work with PDE operations team to ensure clear guidance and clarifications are provided with regards to scope of work and specifically for life extension activities for control and discipline which will cover areas such as SAS and field instrumentation.
Work with PDE Regulatory Compliance & Verification Lead and Contractors to ensure that required compliance and verification activities in areas of control are defined and executed as required.
Review and comment on documents such as instrument datasheets, C&E diagrams, instrument block diagrams, specifications, work packages prepared by Contractor.
Comment on the Control design including arrangement on operability, functionality, accessibility, and maintainability to meet requirements in laws, regulations, class, flag, and contract.
Responsible for comments verification and approval within control engineering and respond to relevant TQ’s or non-conformances.
Prepare control technical philosophies, specifications, documents, and drawings as required to clearly define the scope of work.
Participate in work pack review sessions as well as ensure that all work packs prepared by contractor are complete in terms of scope definition in areas of control.
Review comments from Certifying Authority on design of the control and systems and assist in resolving issues.
Participate in design reviews, HAZID’s, HAZOP’s and any other related safety studies.
Monitor and review Contractor’s control and overhaul, demolition, construction, installation and hookup activities and report to the EICT lead on any failure or gap to Project, regulatory and contract requirements.
Monitor, review and support mechanical completion, pre-commissioning, and commissioning activities in areas of control along with EICT Lead.
Report to the EICT Lead any delays in progress under his/her area of responsibility.
Report to the EICT Lead any failure of design or gap between the delivered control solution and the contract requirement, and ensure corrective actions are implemented.
Participate in meetings and audits/inspections as required, worldwide.
Coordinate Lessons Learned input to PDE Project Management Team.
Close assigned Technical Query (TQ) and other Action Tracker items in PIMS or formal MOM.
Collaborate closely with other key disciplines in the Project Management Team. Call off assistance from discipline resources within area of responsibility as needed in order to keep quality and progress.
Function as package responsible engineer for identified procurement packages.
Other duties as required by the Engineering Manager & EICT Lead.
Qualifications
Technical education on bachelor level or higher within CONTROL Engineering.
Relevant experience as an EICT lead or, at a minimum, as an Instrument and Control System lead for offshore projects, preferably FPSO.
Minimum 15 years of relevant experience within CONTROL engineering discipline.
Recent experience of working on modification projects and/or FPSO redeployment is strongly desired.
Recent experience of working in a similar role on UK North Sea projects will be an advantage.
Recent experience in areas of UK compliance and working knowledge of ABB control system will be an advantage.
Strong interpersonal skills applied to a multidisciplined project team.
Recent relevant experience in middle east/southeast Asian shipyards is an advantage.
