Project Overview :

International Bechtel Company Ltd is providing engineering and project management support to our customer for the development of a next-generation city on the Mediterranean coast. The Project will cover the development of residential, commercial, and recreational spaces, tourism amenities, and economic zones.

Job Summary :

In this role, you will provide non-routine cost engineering / planning and scheduling needs to projects. You will establish stakeholder relationships, conduct schedule analysis and integrate activities, identify restraints, quantify risks, monitor cost and performance, recommend alternatives, and deliver training sessions and workshops.

Major Responsibilities :

• Coordinates and collaborates with the customer PMO to develop and maintain regular reporting and dashboards for assigned program and projects
• Coordinates non-routine cost engineering / planning and scheduling needs to projects
• Coordinates with all departments to ensure understanding of total project schedule needs
• Conducts project schedule analysis and studies of problem areas to determine criticality of schedule activities
• Collects and analyzes alternatives for schedule improvement
• Assists in the development and review of schedule recovery plans, including evaluation of additional resources / costs required to affect such plans
• Coordinates the development and accuracy of cost reports
• Prepares specific budgets in accordance with prescribed standards and procedures
• Leads risk workshops, interviews and information gathering as it relates to risk identification, review, and update
• Carries out risk quantification activities as required
• Delivers training sessions and facilitates workshops
• Performs any other duties as directed by the Project Controls Director or Project Director.
• Assists with Prime Contract Management for Bechtel Project Services, including unit rate inflation and Key Personnel.
• Assists in the management of the Project’s Organization and Staffing plans.
• Provides oversight and management of assigned Reporting specialists

Education and Experience Requirements :

Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience

Required Knowledge and Skills :

• Knowledge of Project and construction market in terms of contractors, suppliers and cost management
• Knowledge / experience in project controls and quantity surveying
• Strong communication, leadership, planning and organization skills
• Proven ability to develop practical 'close to real time' reporting dashboards, collaborating data from multiple sources
• Proven ability to manage a multicultural team of reporting specialists across multiple projects
• Previous experience of collaborating closely with customer organizations and teams
• Expert knowledge and use of business intelligence software, including Power BI or similar
• Excellent analytical skills with ability to assess large and complex data and worksheets
• Proficiency in English (required)
• Chartered Quantity Surveyor / Membership in professional associations e.g. AACE, RICS or similar (advantage)
• Knowledge of international cost management standards e.g. CSI Master Format, BCIS, GIFA (advantage)
• Knowledge of ASTM E2516-11 Standard Classification for Cost Estimate Classification System (advantage)
• Knowledge of Cost Estimation, Cost Management, Project and Document Management Software such as Aconex, OpenText, Newforma etc.
