JOB PURPOSE
The Chief Specialist - Strategic Planning is responsible for the successful delivery of strategic and improvement initiatives across GDMO. He/she is responsible for the development of best practices and frameworks to support the design and implementation of these strategic initiatives. Additionally, he/she is responsible for managing the Strategy & Excellence team in delivering and executing these projects in a collaborative and timely manner. The Chief Specialist - Strategic Planning is also responsible for supporting the Strategy & Excellence Director in the development of the strategy and the strategic initiatives across GDMO. The role holder is expected to demonstrate strong managerial skills, strategic thinking, financial and budget management acumen and carry out his/her duties in accordance with the relevant business policies and procedures.
General Responsibilities:
- Plan and manage the implementation of the strategic vision for Strategy and Excellence, to achieve the strategic objectives set out for the department in line with the overall GDMO strategic vision.
- Develop and maintain excellent working relationships with Directors across GDMO, working together when needed to support and deliver the GDMO strategy.
- Train and develop the Strategy and Development Consultant(s) in both technical skills and behavioural competencies through on-the-job training.
Strategy Development
- Support the Strategy and Excellence Director to establish GDMO's strategic vision and the activities to enable it to reach those goals across the departments and through communications strategies for the accounts/customers it serves.
- Support the Strategy and Excellence Director to develop GDMO's strategy, departmental strategies and departmental goals.
- Support the Strategy and Excellence Director to define and evaluate strategic options such as outsourcing, partnering, obtaining sponsorships, enhancing processes, initiating improvement initiatives and developing new communications channels to achieve the objectives.
- Work with the Strategy and Excellence Director to align departments and processes to the overall strategy and the departmental strategies and objectives.
- Work with the Strategy and Excellence Director to develop strategic initiatives beyond the scope of GDMO's routine operations.
- Evaluate and prioritize the strategic initiatives in an annual calendar, identifying relevant departments along with Strategy & Excellence (where needed) to deliver the initiatives.
- Select strategic initiatives in line with GDMO's focus to take forward, assigning them to the relevant departments in collaboration/partnership with the Strategy & Excellence team.
- Develop a repository of initiatives across GDMO departments in line with GDMO's focus and vision.
- Establish business model governance and control mechanisms.
Organizational Capability Development
- Lead and manage comprehensive gap analyses across GDMO departments to identify which business activities currently meet the needs of customers and media entities and where the gaps are in meeting those needs.
- Identify customer/media needs and assess which business activities currently meet the needs of customers and where the gaps are.
- Develop the framework to partner with departments to collaborate on improvement initiatives, such as policy development, framework development, criteria identification, etc.
- Support and manage service audit projects in accordance with the annual audit plan and the directives of the audit department.
Organization Design and Development
- Work on organization restructuring initiatives with the Strategy & Excellence Director, aligning the GDMO structure with the strategic vision, and identify the skills, roles, processes and capabilities required, working with internal audit, Corporate Support, and external consultants as needed.
- Create the collateral required for the Strategy & Excellence Director to communicate the organizational design across GDMO.
Efficiency and Effectiveness
- Manage process improvement initiatives to promote efficiency and effectiveness, and develop frameworks for departments within which they can more effectively deliver their work.
- Review and propose digitization and automation initiatives/projects across GDMO and work with the individual departments to implement.
- Strategize and develop business processes, establishing and maintaining process management governance, process mapping and improvement approaches, tools and templates, and developing a repository of GDMO's processes and process maps.
- Develop and manage long-term solutions testing, and conduct thorough and comprehensive evaluation post implementation.
- Prioritize process improvement initiatives for GDMO department processes for implementation.
Improvement Initiatives
- Strategize, design, and lead the implementation of improvement initiative projects in collaboration with GDMO departments.
- Manage projects and project governance, including scope, project objectives and progress, reporting them regularly to the Director General, the department, and the Strategy & Excellence team.
- For projects within the scope of Strategy & Excellence, manage and execute projects in collaboration with GDMO departments, managing resources, milestones, activities and overall project approach.
- Oversee the execution of projects by GDMO departments, reviewing the implementation, achievement of milestones, activities and overall project approach.
- Propose and develop a framework for change management, to assist with the implementation of projects across GDMO.
- Manage the change process, developing communications plans and collaborating with departments such as HR, IT, Internal Communications as well as the project department.
Measurement and Tracking
- Lead the development of high-level measures or KPIs for the strategic initiatives.
- Lead the development of departmental KPIs and targets (monthly).
- Establish a monthly, quarterly and annual reporting framework for department KPIs.
- Oversee the production of monthly KPI reports across GDMO departments.
- Produce monthly, quarterly and annual GDMO KPI reports for the Director General.
- Highlight corrective action where needed to achieve the KPI targets.
Qualifications
Functional Experience: A minimum of 7 years of relevant experience in a similar role.
Leadership/Supervisory:
- A minimum of 4 years leading and managing teams.
- A minimum of 2 years managing a budget.
Education And Qualification Required:
- Bachelor's degree in Business Administration, Business Management or Industrial Engineering.

Internal:
- Work alongside Directors across GDMO to develop strategic initiatives in their areas.
- Collaborate with Directors across GDMO to support in the development of organizational capabilities, including standard processes and procedures, efficiency and effectiveness initiatives and the implementation of strategic initiatives.
