S/he is the organization's champion actively supporting people's rights and building cases for more benefits on the long term and daily short term support. His/her job covers all people matters from attracting the best to developing the best and last but not least retaining only the best. S/he is doing this, following one main principle which is that the business will support the people only so that the people support the business; they are both directly and positively correlated. Every person is either adding value or adding cost. An APSL is a change catalyst enabling cultural change among all layers of the organization when needed and championing the agency's character, behaviors, and values with every person at all times.
