Perform the tendering process from RFP development/review until the appointment of the consultant/contractor.
Perform contractor prequalification, completion of tender documents, bid evaluations, and finalizing contract documents.
Ensure all tendering processes from planning & prequalification until award are implemented as per the procurement policy and procedures.
Review tender-related scope templates (consultants and contractors) and associated documentation to comply with latest laws, regulations, policy & procedures, and liaise with Legal and Finance Departments.
Review project scope received from Users/Clients and liaise with the Users to develop and maintain scopes of work samples for issue in RFPs.
Provide assistance to all Users’ teams/Clients in preparation of Project Procurement Strategies (and packages).
Review submissions and technical evaluation criteria to ensure alignment with Company standards.
Review short-listed bidders identified by User & Vendor Management and obtain “Expression of Interest”.
Liaise with Users to arrange site visits and pre-bid meetings.
Manage tender opening of technical and commercial proposals.
Liaise with Project management teams (and PMC) and other Users for bid technical clarification requests/evaluation and perform clarification requests/commercial evaluation for bids of technically acceptable bidders.
Seek assistance from Cost Estimation and project teams and PMC (if required) to evaluate bidders’ or sub-contractors’ priced proposals (quotations) for tenders.
Support Users on technical negotiations and lead commercial negotiations with bidders to secure the most competitive offers that provide the Company with the best value for money without risk exposure.
