Assistant Resident Engineer

The Assistant Resident Engineer will work with AECOM's construction supervision discipline engineers, independently or under the direction of the Resident Engineer, advising on all engineering matters related to roads construction.
Key Responsibilities

• Review and approve Contractor's technical submittals, including shop drawings, method statements, and materials, as delegated by the Resident Engineer.
• Oversee Inspectors' daily activities, review their reports, and provide guidance on the supervision of the Contractor's operations.
• Coordinate with Contractor's supervisory personnel regarding schedule, sequence, and method of work.
• Monitor project progress, identify potential delays, and recommend recovery actions.
• Ensure high quality of works during the construction period, strict compliance with the Employer's Requirements, Project Specifications, and Safety Requirements.
• Review Contractor's design for compliance with Employer's Requirements, Authority Requirements, End-User Requirements, and Local and International Standards.
• Prepare and submit daily and weekly reports to the Resident Engineer, detailing progress, non-conformities, and any issues requiring attention.
• Participate in project construction meetings and assist in resolving construction problems.
• Review as-built drawings and assist in punch list preparation.
• Perform claims analysis and evaluate Contractor's personnel, equipment, materials, and subcontractors.

Qualifications
Minimum Qualification

• Bachelor Degree in relevant Engineering field (i.e. Civil etc.)
• Minimum 12 years of related Construction Supervision / Management experience on projects with a broad general engineering background.
• Must have worked on projects in the capacity of a Senior Engineer and / or Assistant Resident Engineer as a minimum.

1. Project Management Skills

• Scheduling: Assisting in the creation and management of project schedules, ensuring tasks are completed within deadlines.
• Resource Management: Coordinating the use of materials, labor, and equipment on-site to ensure that everything is available when needed and used efficiently.
• Cost Control: Helping to monitor project budgets and costs, ensuring the project stays within financial constraints. Reporting cost variances and suggesting cost-saving measures when possible.
• Risk Management: Identifying potential risks to the project and taking proactive measures to mitigate them. Reporting risks to the senior engineer and stakeholders.

2. Construction Knowledge

• Construction Processes: Understanding construction methods and materials, including structural, civil, and mechanical components, as well as safety standards and quality assurance.
• Building Codes and Standards: Familiarity with local building codes, regulations, and industry standards to ensure compliance on all aspects of the construction.
• Site Safety: Ensuring that all safety protocols are followed on-site, including the use of personal protective equipment (PPE), safety inspections, and hazard identification.

3. Supervision and Coordination

• Team Supervision: Overseeing the activities of construction workers, subcontractors, and suppliers on-site, ensuring that they follow the design plans, schedules, and safety procedures.
• Coordination with Stakeholders: Acting as a point of contact between various stakeholders, such as contractors, suppliers, consultants, and clients. Communicating regularly to ensure smooth project execution.
• Daily Reporting: Keeping a record of the work completed each day, including the number of workers on-site, progress, any delays, and any issues that arise.

4. Technical Skills and Problem-Solving

• Blueprints and Plans: Ability to read, interpret, and understand blueprints, technical drawings, and construction specifications to ensure work is being completed according to plan.
• On-Site Problem Solving: Identifying problems on-site and finding solutions in real-time. This might involve adjusting designs, schedules, or workflows to address unexpected challenges.
• Quality Control: Ensuring that the quality of materials and workmanship meets the required standards. Conducting tests or inspections to verify that materials used in construction meet specifications.

5. Inspection and Monitoring

• Construction Inspections: Regularly inspecting construction activities to ensure that work is being carried out according to the approved plans and specifications. Documenting any discrepancies or non-compliance and taking corrective action as needed.
• Field Measurements: Taking precise measurements on-site to ensure that work is being done according to the design. Verifying dimensions and alignment for accuracy.
• Material Testing: Monitoring the testing of materials (e.g., concrete, soil, asphalt) to ensure they meet the required quality standards.

6. Communication Skills

• Clear Reporting: Writing daily, weekly, or monthly reports on project progress, issues encountered, and actions taken. Communicating these reports to the senior resident engineer or client.
• Effective Communication: Communicating effectively with construction workers, project managers, and external consultants to relay project updates, changes, and expectations.
• Conflict Resolution: Handling conflicts between contractors, workers, and suppliers, working to resolve issues promptly to maintain a harmonious work environment.
