Job description

Position: Head of Homeowners Association Location: Ajman, UAE Employment Type: Full-time

Job Summary:

The Head of the Homeowners Association (HOA) is responsible for overseeing the management, financial health, and operational efficiency of residential communities. This role involves working closely with homeowners, developers, government authorities, and service providers to ensure smooth community operations and compliance with UAE regulations, particularly those set by the Ajman Real Estate Regulatory Authority (ARRA).

Key Responsibilities:

  1. Governance & Compliance
    • Ensure compliance with ARRA regulations and UAE property laws.
    • Develop and enforce community rules, policies, and bylaws.
    • Coordinate with legal advisors to handle disputes and regulatory matters.
  2. Community Management
    • Supervise daily operations, maintenance, and security of the community.
    • Oversee service contracts for security, landscaping, cleaning, and waste management.
    • Address homeowner concerns and resolve disputes effectively.
    • Prepare and manage the annual budget, ensuring financial transparency.
    • Oversee collection of service charges and ensure timely payments.
    • Manage financial reporting, audits, and expenditure approvals.
  3. Communication & Stakeholder Management
    • Act as the primary point of contact between homeowners, developers, and authorities.
    • Organize and lead HOA meetings, preparing agendas and minutes.
    • Implement communication strategies to keep residents informed about community developments.
  4. Project & Infrastructure Management
    • Plan and oversee property maintenance, repairs, and upgrades.
    • Ensure sustainability initiatives and energy-efficient practices are implemented.
    • Evaluate and approve major renovation or infrastructure projects.

Qualifications & Requirements:

  • Bachelor’s degree in Civil Engineering
  • Minimum of 5-7 years of experience in community management, real estate, or property administration.
  • Knowledge of Ajman property laws and ARRA regulations.
  • Strong leadership, communication, and conflict-resolution skills.
  • Financial management and budgeting experience.
  • Proficiency in Arabic and English is an advantage.

Preferred Skills:

  • Experience with homeowners association software and reporting tools.
  • Understanding of facilities management best practices.
  • Negotiation and contract management experience.
